Water minister, PSD official stress agreement 'does not mean in any way seizing of vehicle or preventing owner from driving, licensing it'

AMMAN — Minister of Water and Irrigation Munir Owais on Wednesday said that the announcement by the Water Authority on an agreement signed with the Public Security Department (PSD) on electronic connectivity concerns turning a procedure that has been implemented for many years into an electronic process, in order to facilitate measures for citizens.

An official source at the PSD said that the procedure which "has been in place for many years" entails sending a notice paper to the Drivers and Vehicles Licence Department (DVLD) in order to put a discretionary confiscation mark on any vehicle belonging to a person who owes "substantial" sums of money to the water authority that are due and still unpaid, and that the agreement published on Tuesday by the water authority was merely an electronic activation of what has been practised through paperwork for years, the Jordan News Agency, Petra, reported.

The source explained that this mark does not in any way mean confiscating the vehicle or preventing the owner from using or licensing it, as this mark does not appear in any of the PSD departments and units, but it only appears at the DVLD.

When the vehicle's owner decides to sell or mortgage the vehicle, the PSD source explained, then according to the provisions of Article 16 of the Water Authority Law, "the funds of the authority and the funds of the companies owned by the authority, including the funds entrusted to be collected to another body" are considered public funds obtained under the provisions of the Amiri Funds Collection Law or any other law replacing it.

To this end, the secretary general shall exercise the powers of the administrative governor and the Amiri Funds Collection Committee stipulated in the said law.

Owais also stressed that the agreement does not mean in any way the seizing of the vehicle or preventing the owner from driving or licensing it even if a violation was committed, noting that the new agreement comes in the framework of simplifying procedures and reducing burdens on citizens by transitioning to an electronic government through clear and transparent procedures.

The minister noted that the details will be announced in official newspapers before moving forward with the measure.

Owais also added that the aim of the agreement is to facilitate services for citizens by speeding up procedures and simplifying them as part of the e-government services, according to Petra.
