Civil service commission launches online grievance platform for public employees

AMMAN — Chairman of the Civil Service and Public Administration Commission Fayez Nahar on Thursday announced the launch of an electronic grievance submission service for public sector employees, noting that paper-based grievances will no longer be accepted following the introduction of the dedicated online platform.

Nahar said the service is part of the commission’s efforts to implement its strategic plan, which focuses on digital transformation to improve the efficiency and effectiveness of procedures, simplify processes, strengthen governance and facilitate grievance submissions in line with the Human Resources Management System.

He noted that the service will be available through the commission’s official website, ensuring easy access around the clock, according to the Jordan News Agency, Petra.

Nahar said that, under the Public Sector Modernisation Roadmap, the Human Resources Management System establishes a clear governance framework for handling grievances in a way that promotes transparency and fairness while safeguarding employees’ rights.

He added that employees are entitled to file grievances against administrative decisions or measures affecting their employment rights.

According to Nahar, grievances must first be submitted to the employee’s department within 10 working days of becoming aware of the contested decision or measure. The department is then required to review the grievance and issue a response within 30 days, informing the employee of the outcome.

If no response is issued within the specified period, the employee may escalate the grievance to the Civil Service and Public Administration Commission.

Nahar said the commission will review the grievance, examine all relevant documents and circumstances, and submit its recommendations to the competent minister for a decision in accordance with legal procedures.

He noted that assigning these responsibilities to the commission aligns with its regulatory and oversight role under its founding legislation and forms part of the broader transformation of human resources management in the public sector under the Public Sector Modernisation Roadmap.
