Plan endorsed to evaluate performance of senior gov’t employees

AMMAN –– The Civil Service Council on Monday endorsed a plan to evaluate the performance of senior government employees. 

Minister of Public Sector Development Khleef Al Khawaldeh said the project is part of the National Integrity Charter and the executive plan to boost public sector performance for 2014-2016, adding that the council has referred the plan to the Cabinet for approval. 

In a statement e-mailed to The Jordan Times, Khawaldeh noted that the new system seeks to improve the performance of occupants of leading government posts through evaluation criteria based on results-oriented management. 

He added that the system will also work on boosting integrity and transparency with the adoption of a “just and objective assessment” of senior government officials’ performance, noting that the assessment in the new system would be a reference for decisions whether to keep officials in their leadership positions.

The system will also have indirect advantages, Khawaldeh said, such as implementation of organisational objectives for government departments, contributing to the achievement of the King Abdullah II Award for Excellence in Government Performance and Transparency goals, and commitment to the government’s fiscal reform policies in terms of controlling spending.

Senior officials will be evaluated once a year based on a plan they present at the beginning of the year to implement their departments’ strategies. 

The evaluation process includes four main pillars: organisational performance, expenditure and revenue, reports by monitoring bodies, and the results of excellence awards, the statement said.
