Jordan has circulated an in-house draft resolution to members of the UN Security Council aiming to de-escalate the fighting in Yemen and bring it to the negotiating table after more than two weeks of fighting that took a heavy tool on human lives.

The specific terms of the resolution have yet to be made public pending further negotiations among members of the UN Security Council.

The proposed text also calls for an arms embargo on targeted individuals associated with the Houthis’ political and military campaign that aims to change the political order in the country in their favour.

The attempted usurpation of power by the Houthis and their supporters in Yemen led to a response by 10 Arab states, in the form of a concerted aerial campaign that aims to halt the expansion of the Houthis in the country and prevent the consolidation of their grip on power.

The proposed draft also envisages creating the proper conditions for the transfer of humanitarian aid to the needy and the transfer of innocent people from the battle scene.

The ultimate objective of the draft is to create the right environment for a political resolution of the conflict that seems to have gotten out of hand.

All sides know how and why the war in Yemen started; by now, they must also know how it can end.

Only an all-inclusive government based on legitimacy and observing the rules of democracy and human rights can ensure that the unity and territorial integrity of the country is preserved and protected.

Short of such form of government, the conflict can only be expected to intensify and become more difficult to settle.
